Steve Yaffe, proprietor of Yaffe Mobility Consulting LLC, is an Easterseals contractor for the National Aging and Disability Transportation Center, one of the Federal Transit Admin' technical centers. He is consults for Taxi, Limousine and Paratransit Foundation of The Transportation Alliance, an association of taxi/limousine, non-emergency medical transport, and paratransit ride providers. He co-chaired the 2022 & 2019 TRB International Conference on Demand Responsive and Innovative Transportation Services and is a member of the TRB Transformative Trends in Transit Data Subcommittee. He retired in 2018 as the Transit Services Manager for the Arlington County Department of Environmental Services – Transportation Division, where he oversaw planning and operations for Arlington Transit (ART) fixed-route transit as well as Specialized Transit for Arlington Residents (STAR). He has decades of experience in fixed route bus transit, both ADA & human service demand response, and partnering with human service agencies and the private sector on mobility solutions.
Many of his demand management techniques for financial sustainability were developed while at FASTRAN. He also was a member of the Fairfax Area Long Term Care Coordinating Council and the board of the ENDependence Center of Northern Virginia, a center for independent living. He has also moderated several conference sessions and has written technical briefs on accessible transit, Medicare Advantage transportation, procuring technology, and integrating ADA riders on microtransit.
Mr. Yaffe also has prior demand response and fixed route experience with:

At the May, 2018 Virginia Transit Association conference, Mr. Yaffe was presented with the Helen Poore Transit Professional Distinguished Service Award for his outstanding public service and leadership to advance transit.
Yaffe Mobility Consulting LLC focuses on enabling stakeholders to forge sustainable and accessible paratransit/fixed route collaborations that enhance access to work, support services, and activities of daily living. This likely will entail integration with a multimodal platform for mobility information & payment as well as standard formats and open-data structures for secure transmission of information.
